I think that as long as you have a few members, 2-3 that it is enough to keep the forum running and active.

That is possible as long as all the 2-3 members actually keep posting. Else its a waste of time, forums are all about building communities.

The larger the community the better.

Large communities are definitely better. Unless I really like a forum, like this one, I tend to shy away when it looks like I am the only person who was there for three days. Its better to have a larger group so that there are always other viewpoints to read and consider.
